Overview of Abu Dhabi’s PPP Framework
What is a PPP?
A Public-Private Partnership (PPP) is a long-term contractual relationship between a Government Entity and the private sector, for the development, management and/or operation of a public sector asset, utility or service, through arrangements with the private sector that promote economic efficiency and achieve public sector objectives.

ADIO PPP Legal Foundation
In 2019, the Government of Abu Dhabi passed two important laws establishing the legal foundation for the emirate’s current PPP framework:
Law No. (1) of 2019 officially established ADIO as an entity and imbued it with several core functions, including supporting the development and implementation of PPP projects.
Law No. (2) of 2019, known as the PPP Law, provides the framework for Public-Private Partnerships in Abu Dhabi, enabling private sector participation in the delivery of public infrastructure, services, and assets. In terms of the PPP Law ADIO is the authority responsible for approving, procuring, and overseeing PPP projects in Abu Dhabi.
